Professional law enforcement organizations rely on fair, thorough, and legally defensible internal investigations to maintain public trust and organizational integrity. To support those responsible for conducting and managing these critical inquiries, the Texas Police Chiefs Association Foundation is offering a comprehensive 16-hour training program: Basic Internal Affairs Investigations.
Hosted by the Huntsville Police Department on July 8–9, 2026, this intensive course is designed for supervisors, investigators, and command staff seeking to strengthen their knowledge of Internal Affairs (IA) processes and best practices.
Building Stronger Investigative Practices
Internal Affairs investigations require more than simply gathering facts. Investigators must understand legal considerations, maintain accurate records, conduct effective interviews, and follow defensible procedures that can withstand scrutiny.
This course will provide participants with practical guidance in:
- Defensible investigative processes
- Proper documentation techniques
- Effective interview and interrogation methods
- Legal considerations and compliance
- Records management and retention practices
- Supervisory responsibilities in IA investigations
The training aligns with the Texas Police Chiefs Association Foundation’s mission to develop leadership abilities, improve technical skills, and strengthen organizational effectiveness within law enforcement agencies.
Learn From an Experienced Law Enforcement Leader
Instruction will be led by Chief Doug Kowalski, a highly respected law enforcement executive with decades of leadership experience.
Chief Kowalski retired from the Dallas Police Department as a Deputy Chief after a distinguished 23-year career. He later served as Chief of Police in McKinney, Texas, for 11 years and currently serves as Chief of Police in Prosper, Texas.
His educational background includes a Master of Science degree in Leadership and Justice Administration from the University of Texas at Dallas and a Bachelor of Science degree from Wagner College in New York. He is also a graduate of the FBI National Academy and the ILEA Command and Management College.
Participants will benefit from his extensive real-world experience managing complex investigations and leading large law enforcement organizations.
